But because they are able to get Federal insurance. and because of the courage of these storeowners. they can remain open and continue contributing to the communities which they serve. FCIP provides a further important service. It enables new businesses to begin in these areas where it would be otherwise difficult or impossible. An immigrant who comes to our shores might try to set up his shop in Brooklyn. He does not ask for a handout. but rather a handup. the ability to be able to conduct his business without the economic trauma that a burglarly can bring. Rather than a public works program. this is one cost effective and community effective way to keep these people employed. and to keep these communities growing.
