We have to begin to realize that we need a constructive and open relationship with Mexico. The administration and Congress need to take a long hard look at what we should be doing to make that relationship better. During the Senates debate on the immigration bill. I added two amendments which I hope will help this process. The bill now contains a provision to establish a commission to recommend to Congress and the President what steps we should be taking to improve the economies of Mexico and the United States. It also contains a proviJune. 198a sian which urges the President of the United States to talk to the President of Mexico and suggest any changes which both leaders feel would be in the interest of both countries on the issue of immigration. These are small steps on a long road to better understanding. I hope that my colleagues and the administration will consider the views of Jorge Castaneda for the benefit of both our countries.
