I feel very strongly on this subject and would like to take this opportunity to speak out now against the treatment of Jews in the Soviet Union. The Soviet Union has signed the Helsinki Final Act and the Universal Declaration on Human Rights. both of which uphold basic human rights. Yet. the Government still openly persecutes Its Jewish citizens and other minorities. Even though the right of emigration is guaranteed by the Soviet constitution. the thousands of refuseniks are subject to harassment. arbitrary arrest. and physical abuse as a matter of official policy. The Soviet Union has the third largest Jewish population in the world. Jews have formed a vital part of Russian society for centuries.
