Unlike the West. the Soviet Union requires that each citizen apply to the Government for permission to leave. It is then up to the state to decide ones fate. Naum and Inna Meiman chose to apply to emigrate. They have been waiting for years for the necessary permission. In that time. the Meimans have been completely ostracized from Soviet society. Naum was forced to retire from his profession as a mathematician. Innas friends are other people in the same situation.
