Preliminary projections indicate that the State Department would be forced to close more than 40 embassies and consulates and fire one of every five of its employees if the $220 million budget reduction is approved. Major programs of the Agency for International Development. some of them in cirtical areas of longterm development. refugee assistance and narcotics control. would have to be curtailed. Many of the successful. new programs of the United States Information Agency. including President Reagans commitment to an exchange program with the Soviet Union. would have to be put aside. I do not think that George Shultz is exaggerating when he says that the large cuts under consideration "would ravage this countrys international presence and seriously harm our national security." Is there anyone who believes that we need less information and less intelligence from the South Africas and Philippines and El Salvadors of the world?
