And so. on his 65th birthday. we say to Dr. Sakharov. so that all the world may hear: You are not alone. And neither are the countless others who struggle daily around the world for their freedom. I urge that the Soviet Government honor Dr. Sakharovs request to freely emigrate to the West. The symbolic importance of such a gesture would provide important evidence of Soviet willingness to abide by its international human rights commitments. and would advance the discussion of other criticallyimportant bilateral issues. including arms control. trade and human exchanges. I urge our own Government to give the Sakharov case the priority attention it deserves.
