Slater asks us to look at the entire period since 1920. While foreignborn residents comprise 7.5 percent of our population today that is far below the 8.8 percent they represented in 1940 or the 13 percent they represented in 1920. While there is no question that we need to address the policy issues raised by the unprecedented rise in illegal immigration to this country. we need to take a hard. sober look at the available data before responding to the often emotional nature of this debate. Dr. Slater has examined the impact of immigration. both legal and illegal. on job opportunities in areas such as Los Angeles and has provided an important perspective to this debate. I ask unanimous consent that her article be reprinted in the RECORD.
