I have seen their foodforworld and other development assistance programs which have helped people throughout the Third World build better lives. Mr. President. the humanitarian problems and challenges we have faced in recent years have grown in severity and complexitybut so has CAREs capabilities and effectiveness. One of the greatest challenges has been the drought and famine that swept across Africa in 1984. We saw the specter of millions of men. women. and children fleeing the countryside in a desperate search for food. We saw a flood of refugees pour across borders seeking shelter and help. And in every critical area. CARE was there.
