Belize could therefore be a bridge between the common law and civil law cultures of the region. The fertile and ideally located country has impressive economic potential. However. former colonial policies and Guatemalas territorial claim seriously curtailed the development of Belizes infrastructure and industry. Paradoxically. Belizes tranquility. democracy. and social system have made the country a haven for numerous refugees from Central America. This places a strain on the weak economy. At the same time. the countrys potential as a cultural bridge is often overlooked by outside agencies. which fail to direct levels of benefits equivalent to those directed to Belizes immediate neighbors.
