I sat on the conference committee 2 years ago trying to resolve this with the short time fuse that we had. only to go back to my district and say that we could not get it out because we ran out of time. So I have been telling them for the last 12 months that I am convinced that we are going to have a bill and that we are going to be able to deal with it this year. in this Congress. and that we will have a solution to the problem. I have been telling them for months that the only way that we can stem the tide. that huge tide of immigrants coming in illegally across our borders just south of my district. is to remove the incentives for them to come. and the bill will do that. It will give disincentives for them to be hired illegally. It will allow them to be hired. at least appropriate numbers. legally. through legal processes.
