Better foreign markets for Mexican products will help keep more of its population at home. This approach will benefit us as it benefits the people of Mexico. It will expand trade and investment opportunities in both directions and relieve the poverty and hopelessness that has led people to leave their homes and country for a chance at a better future. As we consider immigration reform. I urge my colleagues to consider also its international dimensions. We may not have the resources to share the American dream with everyone who wishes to come here. but we can help spread the American dream to our neighbors to the south.
