I welcome this opportunity to light once again the tragic yet heroic case of Soviet prisonerofconscience losif Begun. To some. such repetitive appeals to the Soviet Government may seem futile. However. the recent release of prisonerofconscience Anatoly Shcharansky is evidence that public outcry and political pressure can be effective in forcing the Soviet Union to live up to its obligations under the Helsinki human rights accords. Mr. Begun has spent 8 of the last 14 years of his life in internal exile and in labor camps. all of this for the crime of applying to emigrate to Israel in 1971. Subsequent to his visa application. Mr. Begun was stripped of his job.
