Mr. Chairman. the Hamilton substitute sayshe will offer an amendment in the nature of a substitute that provides $27 million for programs to assist refugeesand make no mistake about it. if there is no military assistance for the Contras. there will be many more refugees. and we are going to have to appropriate a lot more than $27 million to help them. We will probably have to erect road signs. directing them north toward the United States to freedom. and second. it will appropriate $2 million for continuing the Contadora process. The gentleman from New Mexico . who just spoke on this floor. acknowledged the fact that when he was at a Contadora meeting. the Cubans were advising the Nicaraguans. and because the Nicaraguans did not get what they wanted out of Contadora. they got up and left.
