Pursuit of a regional settlement through all diplomatic channels. and A willingness to use. over the long term. incentives and penalties to respond to Nicaraguas behavior. Second. this substitute makes $27 million available for those who have been displaced by conflict in Nicaragua. to be provided by the international Committee of the Red Cross or the U.N. High Commissioner for refugees upon that organizations determination of need for food. medicine or other humanitarian assistance. The amendment calls for a written report from the President every 90 days containing an accounting of the funds. Third. this substitute makes available $5 million. including the $2 million appropriated by the 1985 Supplemental Appropriations Act. for assistance to the Contadora nations to help them in reaching a regional peace settlement.
