They are not intended to encourage massive foreign investment in agriculture at a time when our own farmers are struggling. The legislation I am introducing today is not intended as an antlimmigrant bill in any sense. The bill making foreigncontrolled interests ineligible for farm program benefits specifically exempts foreign interests who are operating single. small to midsized family farms. Immigrants have made an important contribution to family farming in virtually every State including Wisconsin. Foreignowned corporate investors. however. have not. If organizations like Masstock want to try their hand in American agriculture. without the benefit of Federal subsidies. they are welcome to.
