As President Reagan has said: Expanding contacts across borders and permitting a free exchange or interchange of information and ideas increase confi. dence. sealing off ones people from the rest of the world reduce it. To be sure. we have a legitimate right and duty to maintain proper border controls. Those controls are particularly important in this day of supersonic travel. sophisticated espio. nage. and increased terrorist activity. And this is all the more reason to update our laws so officials can concentrate on true threats to our national security and public welfare.
