Mr. President. for some time now there have been concerns that the 1965 Immigration and Naturalization Act. which replaced the country quota system with a preference system. has been inequitable. Many of my constituents are concerned that the current system has not treated immigrants of Western European descent fairly. Therefore. I am introducing legislation today whichwould amend the Immigration and Naturalization Act to allow additional immigrants from most countries in Western Europe. Canada. Mexico. and Australia. Congressman JOSEPH J. DIoGuARnI will be Introducing companion legislation in the House today as well. I want to take this opportunity to commend Congrssman DIoGUARDI for the time and effort he has devoted to fashioning this legislation.
