The point is that we will have a chance to do that if the Presidents budget is voted down. The President has said that this is what he wants. I was at a hearing. the gentleman said: "Who asked us to vote on the Presidents budget?" I was at a hearing this morning. in the Immigration Subcommittee. and the Director of Immigration was there. I asked him. "What would happen if we had sequestration and other alternatives?" He said. "Give us the Presidents budget and we will be OK." So I had that today from the Commissioner of Immigration. I do not understand why it should be considered illegitimate to say that it is a twostep process. We will first have an upordown vote on the Presidents-
