President. today I am introducing legislation which will help stop what has become for the United States a national embarrassment. More than 30 years ago. Congress overrode President Harry Trumans veto. and passed the Immigration and Nationality Act of 1952also known as the McCarranWalter Actestablishing our modem immigration laws. Part of this law contains a list of 33 provisions under which aliens. both nonimmigrants (visitors) and immigrants (permanent) may be excluded. Some of the exclusions on the list like insanity. criminal history. and disease. were included in this statute for sound reasons. However. given the tenor of the times and the mood of the country during that period of American history. it is easy to understand how some less than desirable provisions ended up on the books.
