I think that the gentleman from Florida . the very able Democratic chairman of the Foreign Affairs Committee. said it sadly and eloquently the last day of the debate in March. when he said. "You know. this debate is not going to go away. This issue is not going to have one more vote and then die. This is going to be with us for a long. long time." I think I would say to our friends who worry about communism and who worry about the Soviet empire. to our friends who understand that the refugees we now have living in our towns and our neighborhoods. the people who fled from Poland. from Germany and from Hungary. from Czechoslovakia. from Laos. Cambodia. Vietnam. Nicaragua and Cuba. those of us who personally know refugees. I think what I would try to say most is in a way what the gentleman from Florida said. We have been faced since 1917 on this planet with a brilliant formula for tyranny. the writings of Lenin.
