The bill I am introducing today reflects the committees view that a fiscal year 1986 service level is appropriate for the Department for fiscal year 1987 with certain exceptions. We all realize the fiscal restraints under which we all operate. The bill authorizes more funds than in fiscal year 1986 for the Immigration and Naturalization Service. The bill reflects the committees view that the fiscal year 1986 appropriation level for INS would be inadequate.
