The question some may ask is why offer sanctuary to Marcos and not Duvalier. The answer rests in part on the conviction that "Baby Docs" safety could not be guaranteed in a country where over a million Haitian refugees may be inclined to retribution. But the case for differing assessments of the appropriateness of sanctuary rests on a fundamental distinction between a mass murderer and a mass burglar. Duvaliers crime is simply greater than Marcos.
