But. our enthusiasm for this event must be tempered. The release of one man. especially under the absurd auspices of a "spy exchange." is not an acceptable demonstration of Soviet good will. Emigration numbers are still abysmally low. and the next few months will show the release of Shcharansky to be a sign of better timesor an isolated and cynical propaganda ploy. Nevertheless. the release of Shcharansky is a most welcome first step in the direction of increased emigration rights. He and his wife have suffered greatly for the noble cause of justice. and I wish them all the best in their new life in Israel. At the same time. I call on the Soviet Government to maintain this course until all its citizens enjoy. at last. the basic human right of emigration.
