It is essential that each person be allowed to exercise his rights of freedom of religion. opinion and expression that is granted to them in the Helsinki accords. I hope Mikhail Gorbachev will continue with this effort to abide by the agreements and to release more Soviet dissidents. Andrei Sakharov. Ida Nudel. Vladimir Lifshitz are three of the many prisoners of conscience awaiting exit papers. These actions will undoubtedly promote better relations between the two countries. I take this opportunity now to commend the Soviet Union for allowing Anatoly Shcharansky to emigrate and urge them to consider the other human rights advocates and grant them permission to emigrate from the Soviet Union.
