The Shcharansky case demonstrates that world opinion does affect events in the Soviet Union. It also underlines the fact that the situation of Jews in the U.S.S.R. remains desperate and we cannot relax our efforts. In recent years. we have seen a dramatic and sickening decline In the number of Jews that have been ISE 2281 permitted to leave Russia. As recently as 1980. over 21.000 Jews emigrated from Russia and the year before. some 51.000 were given exit visas. Last year. the Soviets allowed only 1.140 Jews to leave. These numbers are significant.
