Now those hopes must be sustained and nurtured by developing an atmosphere of trust between our nations. Thus. in the spirit of the Geneva summit. we must send a clear signal to the Soviets that we shall continue to be deeply concerned with the plight of Soviet Jews. Although we rejoice at the release of Anatoly Shcharansky. his emigration must not be just an isolated incident.. but rather as Shcharansky himself said. "the beginning of a long process of an improved situation for emigration and human rights. a policy which will give the Soviet Union new opportunities in other fields."
