Mr. President. I rise today to speak on behalf of an estimated 350.000 Soviet Jews who are fighting for their right to emigrate. primarily to Israel. I speak to bear witness to their suffering and. one hopes. to improve their chances for freedom. I also rise to invite my Senate col. leagues to do the same. by participating in the 1986 Congressional Call to Conscience. in the days. weeks. and months ahead. whenever the Senate is in session. For several years the Call to Conscience has succeeded in illustrating and confirming our national commitment to the human rights of Soviet Jews. as well as others.
