I think. too. that we should consider approaching allies. such as Japan. who. for internal political reasons. decline to resettle significant numbers of refugees. If such nations prefer not to accept their fair share of refugees. they should be willing to contribute to the expenses of those who do. Lastly. I also want to emphasize. as I have in the past. the urgent need for effective and accelerated English training. Perhaps if there were more of an emphasis on such training in camps outside the United States. time there could be reduced and funds could be saved. If we are to reduce refugee welfare dependency. which is unacceptably high in our home State of California. then we must stress English training.
