Mr. President. the Textile and Apparel Trade Enforcement Act. H.R. 1562. in applying additional quota restrictions on textile and apparel imports. blatantly discriminates against AsianPacific nations and Brazil. The European Economic Community (ECCI is totally exempt from the bills coverage. as is Canada. despite the fact that textile and apparel import growth from these two areas are increasing faster than from most developing countries. Imports from MultiFiber Arrangement [MFA] developing countries during the period October 1984 to March 1985 declined 4 percent. as compared with the same period in the preceding year. while imports from the EEC and Canada increased by 35 percent during the correspondIng period. according to an international business and economic research consultants [IBERCI report.
