Session #99 · 1985–87

Speech #990144317

He kept the Nation together during our gravest constitutional crisis when he chaired the Watergate impeachment inquiry. He led the efforts to cut off aid to countries that do not help in the eradication of illegal narcotics. He was a leader in ending the unfair national origin quotas as the basis for immigration policy in 1965. This is just a small sample of what he has done while in Congress. James Madison wrote in the Federalist Papers that the purpose of government was to protect the rights of all its citizens from . . some common impulse ... adverse to the rights of other citizens. or to the permanent and aggregate interests of the community." Congressman RODINO has learned this valuable lesson well.
