The most tragic victims of this war are the thousands of children who have been murdered. tortured. crippled. or driven into neighboring refugee camps. An entire generation of Afghan children is growing up in a land ravaged by human rights violations and continued violence. The Afghan children are not innocent bystanders in this war. accidentally harmed by the conflict around them. The Soviet Union has singled out children. by dropping boobytrap toys. This savage behavior has been thoroughly documented by the report of the special rapporteur to the United Nations.
