The physical condition of Mr. Ogurtsov is very poor. He suffers from undernourishment. high blood pressure. liver and eye problems. and other impairments. He desperately wishes to leave the Soviet Union but cannot do so unless he renounces his political views. House Resolution 76 simply expresses the sense of the House of Representatives that the Soviet Union should release Igor Ogurtsov and allow him and his parents to emigrate without conditions. This is a step the Soviet Union must take if it is to comply with its obligations under the Helsinki Final Act. I hope the House will act unanimously to support this resolution.
