DEAR MR. PRESIDENT: I am writing to you regarding the very urgent matter of Miroslav Medvid. the young Ukrainian sailor who was returned by the U.S. Border Patrol to the Soviet ship. the Marshal Konev. Since his return to Soviet hands sufficient evidence has arisen to suggest that Mr. Medvid had in fact clearly sought political asylum but that his intentions were not properly conveyed to U.S. immigration officials. Mrs. Irene Padoch. a translator for the Immigration and Naturalization Service. has indicated that Mr. Medvid had asked U.S. authorities for political asylum. Moreover. there is reason to believe that before his second interview. he was subjected to severe coercion and threats at the hands of Soviet authorities.
