For example. in the fiscal year 1986 appropriations bill. 16 of the 21 major education programs are at or below fiscal year 1985 levels. including seven programs targeted to the poorest studentPell grants and chapter I. By supporting additional deep cuts in these programs to finance the deficit. we will be mortgaging our childrens future. As noted earlier. certain health programs will be subject to acrosstheboard reductions. others will be limited to a 1percent reduction in fiscal year 1986 and a 2percent cut in each fiscal year thereafter. The health programs that are capped include: Medicare. veterans. community. migrant and Indian health care. Even a 2percent reduction in those programs has serious ramifications. Let me just illustrate that problem in the veterans health care area.
