The conference report on Labor/HHS/Education and related agencies (H. Rept. 99402) explains why the Senate amendment offered by myself and Senator GORTON regarding fiscal year 1985 funding for refugee targeted assistance was deleted as unnecessary. I would like to ask a few questions of the distinguished chairman of the Appropriations Subcommittee pursuant to this matter. The language of the report states that $11.526.000 "will be counted as a 1985 expenditure and will not be counted as a 1985 carryover balance." Does this statement mean that the administration cannot argue that the $50 million in the continuing resolution for targeted assistance should be reduced by the release of the $11.5 million to the States as a result of a Federal injunction order against OMB?
