Congressmen LANTOs and PORTER. for organizing this special order commemorating International Human Rights Day. Tomorrow will mark the 37th anniversary of adoption by the United Nations of the Universal Declaration of Human Rights which forms the cornerstone of international human rights diplomacy. While this binding international document guarantees peoples rights to emigrate. to practice their religion. to hold political opinions that differ from their government. and the right not to be subjected to torture. we in Congress are confronted every day with reports of routine violations of these individual human rights. During the course of the year. I have followed several cases of Soviet violations against Soviet Jews.
