President. we are not trying to dictate internal policy to the Soviet Union. rather. we are pleading with them to act in a humane and responsible fashion. If. however. we cannot reach them on humanitarian grounds. we can. perhaps. persuade them on purely perceptual grounds. No matter how much money they spend. or how personally magnetic Mr. Gorbachev is. the Soviets will not be able to polish their extremely tarnished image until they show that they respect the basic rights of emigration. The problem of Soviet Jews transcends the personal trauma that they and their families experience. The case of the Soviet Jews has become a worldwide symbol of Soviet repression and inhumanity.
