I rise as a participant in this vigil. with the sincere hope that our efforts on behalf of these people will be rewarded by their freedom. I am not here today to proclaim the moral victor in the ideological battle between the United States and the U.S.S.R. I am here however. to express my confusion over the Soviet reluctance to allow these people to emigrate. The Soviets. especially under the influence of Secretary Mikhail Gorbachev. have become much more adept at projecting a positive image. I do not understand. however. why. in the midst of this worldwide public relations campaign. the Soviets insist on negating all their work by their continued intransigence on the subject of Soviet Jews.
