Mr. Chairman. I rise to thank the distinguished chairman of the full committee. the gentlemen from Mississippi. and the distinguished chairman of the LaborHHS Sub. committee. the gentleman from Kentucky. for their help regarding refugee targeted assistance. The continuing resolution (HJ. Res. 465) provides a specific amount of new budget authority. $50 million. for this vital job training program for fiscal year 1986. It also incorporates the language of the conference report accompanying the Labor1I1S -ppropriations bill (H. Rept. 99402). That report makes clear that the $11.5 million only just released to the States pursuant to two decisions of the Comptroller General and a Federal court order are not to be charged against the $56 million in new budget authority that this continuing resolution appropriates.
