I thank the chairman for this opportunity to speak In strong support of the Burton amendment. This is a simple. selfexplanatory amend. mentyet it has farreaching impact for minority students. not only in my district. but in California as a whole. The image of the academically successful AsianAmerican in no need of special educational benefits Is a dangerous stereotype. There remain many pockets of disadvantage among AsianAmericans. for example. in the large numbers of Indochinese refugees that constitute the second wave of Asian immigration to this country. In addition. the AsianAmericans that have received the most attentionthose that do very well in mathematicsare frequently in need of specialized English language training. Otherise.
