A primary focus of our conversation was the dire situation confronting Soviet Jewry. The summit between President Reagan and General Secretary Gorbachev has focused world attention on the state of affairs between our two nations. Although much of the coverage and speculation has centered around what progress might be made in the area of arms control. some have seized that the summit offered an atmosphere conducive to a relaxation of Soviet emigration policies. I ask unanimous consent that the text of an address that Michael Armacost made to the International Council of the World Conference on Soviet Jewry earlier this year on the topic of human rights in the Soviet Union be printed in the RECORD.
