Mr. President. I would like to introduce into the RECORD today an editorial by the Wall Street Journal that is critical of the Immigration Reform and Control Act. which is sponsored by Senator SiMPSON. and Senator SIMPSONS letter in response. I believe that the letter neatly and succinctly responds to the many criticisms that have been leveled at the immigration bills main enforcement provisionemployer sanctions. The Senate passed the immigration bill for a third time this September. and it has clearly recognized the weakness of the Journals analysis. For those who are yet unsure about the propriety of this legislation. I direct their attention to Senator SIMPSONs response.
