I am particularly concerned that human rights violations receive top billing at the summit. We cannot force the Soviet Union to re. spect basic human rights principle in their treatment of their citizenry. or in their international conduct. We do. however. have a right to expect the Soviet Union to live up to its international agreements and yet. as members of the Helsinki Commission. we have witnessed and heard testimo. ny about the brutal repression of basic freedoms in the Soviet Union again and again.
