The nonagression pact was in reality a noninterference pact. On June 17. 1940. Latvia was occupied by Soviet forces and a proSoviet regime was installed. Elections for the government were held. but only on a one party system. the Communist Party. During this transition. the Soviet authorities faciliated massive deportation of Latvi. an citizens and a large influx of Russian soldiers which threatened Latvian culture and individuality. Directly after World War 1i. the Soviet Government attempted to change the social. educational. and industrial systems within the country. The Soviet leadership wanted to erase all signs of a free and independent Latvia.
