The foundation of peace rests on human rights. The violations of internationally agreed human rights leads to distrust. And with distrust one cannot build a lasting and stable peace. Therefore. we want to make clear to Mr. Gorbachev. that Congress fully supports President Reagans concerns over human rights. Congress expects the Soviet Union to live up to its commitments and allow the emigration of Soviet Jews to Israel and respect their cultural and religious rights. If Moscow is serious about improving relations with the United States. it must stop its persecution of Jewish and human rights activists and free Anatoly Shcharansky. Andrei Sakharov.
