Mr. Speaker. as the ranking member of the Subcommittee or Immigration. I have followed this matter with some interest and have been involved in conversations with members of the INS and the Ju tice Department. When all is said and done. I think what we can say about it is that it was a screw up. The guys on the ground did not do what they were supposed to do. I do not find any grand conspiracy involved here based on the information I have been able to get. Sometimes you can establish the best guidelines and try to sensitize your employees the best you can. and things do not always work.
