For if we expect students to participate in society. in the economy. in the political process. we must give them the tools to do these things. English skills are only one tool. We must provide more. we must educate in math. science. and history. and we must provide students an opportunity to learn whether their native language is English or Tagalog. We must make sure our students stay in school and graduate into productive roles in our economy and society. We should support bilingual education as it brings young people into the mainstream. and helps them achieve the dreams of opportunity which Americans. native born and immigrant. have shared for centuries.e
