We will only be able to tell in the weeks and months to come whether these cases do signal a turning point in Soviet human rights policy. If this weeks events are followed by such actions as the release and emigration of prisoners of conscience like Yurly Orlov and their families. the emigration of longterm refuseniks like Dr. Alexander Lerner and Dr. Alexander Ioffe and their families. and the cessation of punitive actions against potential emigrants and those trying to preserve Jewish culture. then a very heavy weight will be lifted from United StatesSoviet relations and the prospects for progress in other areas of the relations and the prospects for progress in other areas of the relationship would be enhanced. I sincerely hope that we will see such a change in course. and that the Vladimir Brodskys and Roald Zelichonoks of the Soviet Union will be given their freedom. Until there is clear evidence of such a change. we must continue to impress upon Soviet officials at every opportunity our revulsion toward Soviet human rights abuses.
