President. the distinguished Senator from Florida has been forcefully bringing this to our attention over the past several years as a member of our Subcommittee on Appropriations. We have even had staff visitation to go down and look at it. and it is Just exactly as described by the distinguished Senator from Florida. and we have recommended improvements to the extent we could under our budget allocation. Now the Senator from Florida has within the amount recommended fashioned an allocation which will be within the budget but will be earmarked for something that we can get a more security facility for these illegal alien felons. I commend the distinguished Senator from Florida in his persistence in bringing it to our attention today. He has been doing it and to some extent we have been holding up. but I think we cannot hold up any longer.
