The DeConciniMoakley bill provides for the impartial General Accounting Office to study and report to Congress on the living conditions and security of these displaced Salvadorans. The bill would permit a stay of detention for endangered Salvadorans thereby protecting them from the potential. ly lifethreatening consequences of a return to El Salvador. The existence of extraordi. nary violence and persecution necessitates the special treatment of these refugees. I strongly believe that as a result of these circumstances. suspensions of deportation must be granted. Thank you for your consideration of this important matter. I join with Congressman MOAKLEY in asking your cooperation to ensure the expeditious passage of this bill when it appears before the Judiciary Committees Subcommittee on Immigration Refugees and International Law.
